New voting machines to be delivered without competition

The Central Election Commission (CEC) will assign the delivery of the new voting machines to the state-owned company Information Services, the members of the CEC decided on 21 June.  

Talks were held with the machines' manufacturer Smartmatic. The company stated it did not have the legal readiness to operate in Bulgaria. That is why the CEC is issuing an invitation to Information Services, which is the authorized representative of Smartmatic, to negotiate and conclude a contract. The contract shall be awarded by negotiation without competition, in the same way the CEC conducted negotiations with Ciela Norma. The reasons given are the urgent need to have the machines delivered quickly and the little time left until the parliamentary elections.
