Freedom House categorizes Bulgaria as a Semi-Consolidated Democracy

Categorized as a Semi-Consolidated Democracy, Bulgaria receives a Democracy Percentage of 58 out of 100 in the Nations in Transit report by the US non-governmental organization Freedom House. Countries receiving this score are electoral democracies that meet relatively high standards for the selection of national leaders, but exhibit weaknesses in their defense of political rights and civil liberties. 

Freedom House is the oldest American NGO. The organization receives more than 80% of its funding from the United States Federal Government.
