The government has approved the position of Bulgaria over the procedure opened by the EC against the country, which is accused of possible non-compliance with three points of European law when it came to the implementation of the Bulgarian section of the South Stream gas pipeline. The position of the Government focuses on the fact that the signed in 2008 intergovernmental agreement between Bulgaria and Russia did not give exclusive rights, concession or a public contract to "South Stream Bulgaria" to design, finance, build and operate the pipeline, which will be owned by company. The creation of the company with a decision of the National Assembly in 2010 is in accordance with domestic law and does not violate the provisions of the Community law. When it came to contracts with the company, the principles of non-discrimination, equal treatment and transparency have not been violated, the letter reads.
