The judiciary is the most corrupt sector in Bulgaria according to the Global Corruption Barometer by Transparency International for 2016. One out of three respondents sees corruption risks in the system. After the judiciary in the corruption chart next come the parliament and the tax authorities. 17% of citizens who had contacts with state institutions paid bribes, mostly in the spheres of healthcare and education. 19% of those who gave bribes have signaled the police. Fear stops nearly 30% of people, who were victims of corruption, from signaling the police.
