Bulgaria is not an attractive place for citizens of EU countries to live and work, or for foreigners from third countries. 9 out of 10 foreigners in Bulgaria are from EU member states. Within the EU 3% of all citizens live outside their native countries or 13.5 million people. There are also 23 million people from third countries living in the EU. They now constitute 5.1% of the population of the EU.
