According to the Bulgarian legislation, election premises are unsealed and the election day is opened by the chairman of the Section Election Commission at 7.00 a.m. In order for this to happen more than half of the members of the commission must be present.

Immediately before the start of the election day ballot papers shall be unsealed and the chairperson of the respective Section Election Commission checks the availability of ballot papers and materials, the serviceability of the ballot box and the voting machine, and whether the ballot box is empty. After the inspection, the box is closed and sealed with paper tapes signed by the members of the commission present as the seal of the commission is placed. Only after the completion of these tasks the vote can start.
