The parliamentary ad audit hoc committee spanning the past 10 years accused the managements of the Road Infrastructure Agency and of Motorways of unlawful award of contracts for road construction to subcontractors with close connections to the government or high-ranking officials. Members of the committee say that almost 90% of the activities of the Motorways Agency constitute contracts awarded to subcontractors without a public procurement procedure and almost 5 billion Leva (2.5 billion euro) was spent without any accountability.
Outgoing Minister of Regional Development Petya Avramova described the information as “insinuations”, BNR’s Dobromir Videv reports. She stated that the subcontractors were selected by in-house contract awards, something which is absolutely legal.
