Bulgaria’s caretaker cabinet: Billions of euros were distributed without public procurement procedures

In the past 2 years, state-owned companies paid about 4.4 billion euros to subcontractors for construction without public procurement procedures. This was done under the so-called in-house procedure, which could be applied only in emergencies and extreme cases. We are talking about the construction of the Hemus highway, dam repairs and other construction activities, as the contractors were paid in advance at non-market prices. Bulgarian caretaker Minister of Finance Assen Vassilev said that this practice would be terminated with changes in the regulations. Already signed construction agreements, including the one for the construction of the Hemus highway, will continue to be fulfilled, BNR reporter Tsvetelina Stoyanova informed.
