The citizens’ initiatives Freedom for All and Bulgarian Parent Central Committee are demanding that the 3rd November order by Health Minister Stoycho Katsarov, enforcing a green certificate mandate, be repealed. They have lodged an appeal with the Administrative Court, Sofia, describing the green certificate as discriminatory and contrary to the law.

“The order abolishes fundamental constitutional rights, restricts the right to work, restricts, to a degree, the right to freedom of movement,” the applicants say. According to them the order causes a rift in society, dividing it into groups.
