Ukraine's state-run nuclear power plant operator Enerhoatom said "there is a risk of hydrogen leakage and dispersal of radioactive particles". Ukrainian President Volodymyr Zelensky described what happened as an act of terrorism and called for tough sanctions against Russia. Russia, however, rejected the accusations and, in turn, accused the authorities in Kiev of nuclear terrorism. "The Armed Forces of Ukraine carried out three artillery attacks on the Zaporozhye Nuclear Power Plant and Energodar," the Russian Ministry of Defence said in a statement.
