The State Agency for Bulgarians Abroad has prepared draft rules of procedure of its Consultative Council and will submit it to the government, the agency’s chairperson Rayna Mandzhukova said. The National Assembly has to synchronize Decree No 103 with the new legislation. Bulgarians abroad were faced with problems during the last student application campaign due to the lack of synchronism.

"Bulgarians in Ukraine are sorely disappointed with Sofia's position on the conflict", Rayna Mandzhukova said for BGNES. Taurian Bulgarians in Crimea are in Russian-occupied territories and are waiting to be liberated. Ternivka is a residential area in the city of Mykolaiv. It is populated with Bulgarians and is subjected to constant shelling, Rayna Mandzhukova said.
