The UN Human Rights Council appointed Bulgarian journalist, human rights campaigner and international human rights expert Mariana Katzarova Special Rapporteur on the situation of human rights in the Russian Federation.
The need for a special rapporteur was set down in September due to the mounting Russian repressions. With 28 votes “for” and 17 “abstained”, the Council demanded that Russia give international organizations access to Ukrainian children and other civilians who were forcibly deported to Russian-controlled territories. Two countries voted against – China and Eritrea. Russia is urged to “cease the unlawful forced transfer and deportation of civilians and other protected persons within Ukraine or to the Russian Federation”, including “children, including those from institutional care, unaccompanied children and separated children”.
