The BSP will decide whether to support GERB's formula for creating an expert government after the party's National Council votes on the issue, leader Kornelia Ninova said. Kornelia Ninova,BSP Headquarters 15 May 2023.
A little later, Ninova announced that the BSP was ending talks with GERB to form a government. "We have done enough - the chaos and hypocrisy they demonstrate cannot continue, at least for us", she added.

At a meeting with the BSP leadership, prime minister-designate Maria Gabriel and GERB leader Boyko Borissov noted that the two parliamentary forces have come closer on the issues of Schengen accession and judicial reform, but are still divided on the budget deficit and eurozone accession.

"Bulgaria needs a pro-European government and the idea of forming an "expert cabinet" as a start is a good one," MRF leader Mustafa Karadayi said after talks with Maria Gabriel. In his words, his party has the self-confidence of having experts in almost all spheres of public and political life.

Representatives of "There is Such a People" also met with Maria Gabriel. "We will not support a budget with indiscriminate spending that will put the Bulgarians in debt, so we will not support this type of government," Toshko Yordanov said and called for experts, not politicians, to participate in the cabinet.Maria Gabriel (centre) resigns as EU Commissioner, May 15, 2023.
In the meantime, it became clear that Mariya Gabriel has submitted her resignation as EU Commissioner for Innovation, Research, Culture, Education and Youth. Her resignation has been accepted by Ursula von der Leyen. The President of the European Commission is confident that the experience of the outgoing Commissioner will benefit Bulgaria.
