The government's capital expenditure budget of over €5 billion will not be met by at least €1 billion. Plamen Dimitrov, president of the CITUB trade union, told BNR that there are more spending items where savings can be made to generate the money needed to increase public sector wages to offset inflation.

"All tax loopholes that have been opened should be closed and all VAT should be restored to its original level," Dimitrov urged, stressing that "a minimum wage of 500 euros is realistic". At a series of meetings over the next week it will become clear whether there will be union protests and what action the unions will take" on the wage level.
