GERB-SDS hold the position that Bulgaria must have a stable government and it must be formed with the first mandate of GERB. Upon entering the National Assembly, Denitsa Sacheva, deputy chairperson of the GERB-SDS parliamentary group, pointed out that if there was sufficient maturity and responsibility, a government could be formed, as the Prime Minister, the Minister of Foreign Affairs and the Minister of Defence must be selected by GERB.

When asked whether ITN would negotiate for ministerial positions, MP Pavela Mitova of the party said in an interview with BNT that this was the right way to proceed. According to Mitova, when there are talks of an expert cabinet, ITN cannot look "through the prism of Mr. Borisov, who believes that the expert cabinet should have experts from GERB in specific positions. The experts in question should be independent figures, as much as possible,” she pointed out and confirmed her party's position that the only way to achieve a stable government was through the mandate of ITN, as the party could negotiate with all political formations.
