President Rumen Radev will hand the second mandate for the formation of a government on Monday, 22 July, over to the nominee for prime minister selected by the second biggest parliamentary group in the 50th National Assembly We Continue the Change/Democratic Bulgaria (PP/DB).

Before that PP/DB asked for a delay before they are given the second mandate in which time they sought support for a declaration they submitted comprising a package of 7 legislative changes aimed at combatting corruption.

On 18 July, after consultations on ways leading out of the political crisis in the country, with the parliamentary groups, with the exception of that of the Movement for Rights and Freedoms, PP/DB stated there was no support for their anti-corruption declaration, and they are unable to fulfil the second mandate for the formation of a cabinet. They are going to hand the mandate back to the president immediately unfulfilled. According to the constitution, the president can choose which political formation to hand the third and last exploratory mandate to.
