Without changes to the system, the funds for culture will not be distributed properly and will continue to fall short, caretaker Minister of Culture Nayden Todorov said in an interview with BNT. Minister Todorov stated that he has developed a comprehensive strategy for the development of culture in Bulgaria, as well as a bill to stop the siphoning of funds.
