Denitsa Sacheva of GERB announced at a briefing that there would be leadership negotiations between GERB and the PP-DB on the formation of a cabinet only if these talks were aimed at establishing a governing majority and a regular government. Shortly afterwards, however, GERB leader Boyko Borissov said that there would be no such negotiations.

"I am not planning a meeting. The leader of We Continue the Change (PP) claims that Borissov is afraid of a leadership debate and, in the same sentence, says that he does not want to govern with GERB. Neither they nor we will negotiate. They want me to sit at the negotiating table and they - 10 people - to start interrogating me. About what? Who will be prime minister. I am no longer interested in these meetings. Let them seek a majority with someone else," Borissov said, accusing the PP-DB of wanting to negotiate with him but not wanting him to be prime minister.

"Any government with another prime minister (other than Boyko Borissov - ed.) would be torn to pieces in a flash," he warned, as quoted by BGNES. Borissov said that if he became prime minister, Bulgaria would be able to join the eurozone and Schengen by December 12.

Borissov also stressed that if GERB's Raya Nazaryan was elected parliamentary speaker, it was the party's decision that she should not agree to become caretaker prime minister. The constitution allows for the appointment of a caretaker prime minister from a list that includes the speaker of Parliament.
