Bulgaria's Fiscal Council recommends introducing budget savings measures in 2026 state budget

In view of the country's declining population, the Fiscal Council recommends that the government take savings measures in the 2026 state budget. 

The measures include: reducing the municipal administration by merging municipalities; optimizing the workforce at the Bulgarian police; civil servants and police officers, like all other citizens, should start paying personal insurance contributions.

The reasons given are that the burden of personnel costs has become too great - 10% of the country's GDP; the outpacing growth of incomes in relation to inflation stimulates consumption and generates more inflation; the growth of wages in the state sector forces employers in the private sector to also increase wages; the priority increase in wages in certain sectors creates a sense of injustice and leads to protests for higher wages in other sectors as well.
