Bulgaria is beginning the year, 2022, without a budget, voted by parliament, which is unprecedented in the country’s most modern history.
According to estimated data, by the end of December 2021, the budget was "in the red" by 4 billion Leva (a little over EUR 2 billion), or 3% of the GDP. Until a new financial framework is voted, the most important state payments will take place according to the texts of the budget for 2021. The rule is that if a budget is not voted for the year, then every month the country can spend 1/12th of the budget of the previous year. This means that the minimum monthly salary will be frozen at 650 Leva (EUR 332). However, the poverty line is changed to 413 Leva (EUR 211) a month, or 44 Leva (EUR 22) more than in 2021.
The cabinet stated its intention to have the new financial framework ready by the end of February, but a bill has been submitted to parliament, according to which the effect of the budget for 2021 is extended until the end of March.
