40 countries sign the Lugano Declaration laying out principles for Ukraine’s reconstruction

At the end of the two-day conference in the city of Lugano, Switzerland, leaders from 40 countries signed on the Lugano Declaration laying out a set of principles for rebuilding Ukraine. The document provides for regular monitoring of the progress of reconstruction and financial flows to Ukraine. Bulgaria did not participate in the forum. The signatories, including the United States, the European Union, Great Britain, France and Japan, condemned Russia's military aggression and called on Moscow to withdraw its troops immediately.

The EU has said Kiev still needs to make progress in areas like the rule of law, reigning in oligarchs, fighting corruption and ensuring effective and transparent governance in order to receive reconstruction aid.

Russian forces continued offensive operations to the northwest and east of Slovyansk. They also continued efforts to push west from Lysychansk and the Luhansk Oblast border towards Siversk. Offensive operations southeast of Bakhmut also continue.
