47.9% of young people in this country, aged 15 to 24, or over 315,000 lack basic secondary school skills, show data of the OECD Programme for International Student Assessment (PISA).
Another 44.5% in the same age bracket, or more than 292,000, lack the digital skills needed in the modern world.
