Parliamentary Energy Committee rejects presidential veto on the Lukoil Special Manager

The parliamentary Energy Committee has rejected President Rumen Radev’s veto on the legislative amendments concerning the powers of the special manager of “Lukoil Neftohim Burgas.”
The National Assembly had previously passed a law allowing the appointment of a special manager at the refinery after the United States imposed sanctions on the Russian oil company “Lukoil” over Russia’s war against Ukraine.
The controversial provisions give the special commercial manager unrestricted authority to dispose of shares and equity in the affected enterprises, while his actions remain beyond administrative and judicial oversight.

According to President Radev, the texts violate key constitutional principles and open the door to arbitrariness and abuse. During the parliamentary session, his legal advisor Ivanka Ivanova reminded lawmakers that even in cases of extraordinary measures, the state must guarantee rights stemming from the Constitution and European conventions, reported BNR correspondent Dobromir Videv.
